Capital follows conviction.
Conviction follows evidence.

An attractive investment is not merely one with a positive return on paper. It is economically worthwhile, financially credible, resilient to uncertainty, and possible to deliver. We connect all four questions before capital is committed.

Finance as a decision discipline.
Public value is not the same thing as cash flow. A project can be economically justified yet financially unsustainable without an operating and financing plan.
What every investment must answer

Five tests before the decision.

A rigorous investment case integrates welfare effects, commercial economics, affordability, exposure to risk, and the operating model. Each filter closes a different blind spot.

Investing in warning systems that avert future losses.

Early warning systems create social benefits, but investment approval needs defensible avoided-loss estimates, long-term operating finance and clear institutional ownership.

Economic benefits can include avoided harm and losses, but they do not automatically generate cash for annual operating expenses. Fiscal and institutional sustainability require separate appraisal.

Calculation: −initial investment + discounted annual (gross benefit × [1 − stress] − recurring cost × [1 + stress ÷ 2]). One equal annual flow is assumed for each year of the illustrative horizon. IRR is solved from the same stream. This is a teaching model, not a project forecast, appraisal, financing offer, or estimate of actual client outcomes. All numbers in this panel are invented, explicitly illustrative input assumptions.
Evidence boundary: Workflows are hypothetical analytical examples. Demonstration figures are fictional, and economic value does not establish fiscal financing.
