04 / Development & Impact

Progress must
be proven.
Not presumed.

A programme can reach thousands and still leave its most important question unanswered: what changed because of it? We connect lived experience, credible comparisons, economic reasoning and delivery systems—so investment in development becomes demonstrable change.

From activity to additionality.

Outputs tell us what was delivered. Outcomes tell us what changed. Credible evaluation investigates what change can be attributed to the intervention.

The IP3 evidence journey

Five questions.
One accountability chain.

Development results are not a graphic of rising numbers. They are a defensible sequence from need, to design, to implementation, to credible evidence, to decisions that improve real lives.

01 / DIAGNOSE

What problem?

Baseline conditions, lived experiences, institutional gaps and binding constraints.

02 / DESIGN

What pathway?

Theory of change, targeting, incentives and implementation feasibility.

03 / MEASURE

What changed?

Reliable indicators, surveys, monitoring systems and outcome trajectories.

04 / ATTRIBUTE

Why did it change?

Comparison groups, causal designs, triangulation and uncertainty.

05 / ADAPT

What next?

Decision-grade learning, value for money, scale-up and institutional ownership.

What would better learning actually look like?

Education investment can produce new infrastructure without producing better learning. Programme design must identify how inputs become effective teaching, retention, inclusion and measurable skill gains.

01 / THE DEVELOPMENT CONSTRAINT

Inputs are visible. Learning is not.

  • Access and quality vary across communities
  • Equipment and training do not guarantee classroom use
  • Costs are known; long-term value is uncertain
02 / THE RESEARCH-LED RESPONSE

An evaluable human-capital pathway.

  • Link investment packages to learning pathways
  • Specify outcome and equity indicators
  • Appraise returns, delivery feasibility and evaluation design

What changed—because of the programme?

Move the four observed outcome rates. The chart separates the observed treatment-group improvement from the change that might have happened without the programme.

Research integrity: DiD = (treated endline − treated baseline) − (comparison endline − comparison baseline). Results are percentage-point differences. The dotted line is a constructed counterfactual, which may fall outside the 0–100% range under extreme inputs. A causal interpretation requires credible parallel-trends and other identification assumptions; a two-period visual alone cannot establish them. Values are synthetic, not outcomes from IP3 projects.

Evidence boundary: This application and its research pathway are illustrative. Illustrative pathways and simulator values are not measured impact claims.

Standard of evidence

From research to better development

Make every result
account for something.

Good evaluation does more than report success. It tells governments, donors and businesses when to invest, what to redesign, who benefits, who is excluded and which outcomes are worth scaling. IP3 connects rigorous inquiry with practical decisions—and acknowledges uncertainty where the evidence ends.
